“KBU makes a blitz opening of NCS application examples for capability-oriented society”

- ‘Holds NCS FORUM for successful implementation of NCS curriculum in colleges'
- Making public NCS-based curriculum application cases of KBU and special speeches by guest speakers

Kyungbok University (Dr. Jiyong Chun, the president thereof) has publicized applications instances of NCS (National Competency Standards)-based curriculum for the purpose of advancing the realization of capability-oriented society.

KBU has held an 'NCS FORUM of colleges for successful introduction of NCS curriculum in Woodang Art Hall of Namyangju Campus from 1 to 6 pm on Feb. 25, 2015.

This forum had an aim of discussing development strategy for colleges through application of NCS curriculum based upon NCS-based curriculum guidelines of the Ministry of Education and Korea Research Foundation. This event has attracted about 200 professors and other celebrities like the Director for Employment Policy of the Ministry of Employment and Labor, the Director for NCS Bureau of Human Resources Development Service of Korea, the Chairman and the Planning Coordinator of Korea Council for University College Education, the President of Sorabol University, the President of Dongju University, the Vice-President of Kyungbook College and the Chairman of Inkium.

This forum concentrates on the presentation of the cases of NCS-applied curriculum and worksite-oriented curriculum development of KBU and the improvement of education environment for a successful implementation of NCS.

It was begun with the opening speech by the President Jiyong Chun of KBU and a congratulatory speech by the Chairman of Korea Council for University College Education followed by a special lecture by a guest speaker, presentation of NCS-based curriculum development for the demand for the application at workplace and that of curriculum quality control of NCS of KBU and the presentation of NCS-based academic system of KBU. Lastly, there was a session for Q&A for a further discussion.

The guest speakers Jaeheung Lee and Jakil Koo, the Director for Employment Policy of the Ministry of Employment and Labor, and the Director for NCS Bureau of Human Resources Development Service of Korea respectively, delivered a speech on ‘The Direction of Employment Policy in 2015' and ‘Understanding NCS’.

In the session for the ‘NCS-based curriculum development for the demand for the application at workplace and that of curriculum quality control of NCS of KBU’, president Jiyong Chun of KBU presented three examples of ‘NCS-based Customized Curriculum Development and Implementation for Career Guarantee’, ‘NCS-based Curriculum Development and Implementation for Enhancing Career Success Rate’, and ‘KBU Development for the Curriculum of non-NCS Majors.’

President Chun laid emphasis on the ‘improvement of educational environment’ and the necessity of ‘competency-oriented evaluation’ in order to propel NCS-based curriculum for the career success rate. Especially, ‘the improvement of educational environment is possible only through the establishment of the same laboratory as that of worksite, that is identical practice facility should be implemented on the campus as on the work field’, he is quoted as saying. Currently, KBU operates hair and skin simulation rooms, airplane mock-up, nursing simulation room and dental scaling simulation room which are the same as those of real workplace.

Regarding the examples for the evaluation of NCS curriculum, several presentations were delivered: ‘Evaluation system for NCS-based curriculum of KBU’ by Hyunsook Lee, director of Teaching and Learning Development Center of KBU; ‘Examples of quality control and evaluation for the results of teaching of NCS-based subjects’ by professors Youngkyu Moon and Sangsuk Byun; and ‘Examples of certified evaluation of the degree of completion of students’ competency’ by professor Mikyung Park.

Concerning the evaluation of quality control, KBU has implemented and operated KQF (Kyungbok Qualification Framework) for an effective evaluation. KQF is operated with the concentration on the ‘degree of completion of competency’ for the management of ‘the evaluation of improvement in basic learning ability and basic performance capability’ and the ‘quality control of major curriculum and learning results evaluation (CQI)’. Through such a course, KBU students are to be evaluated in terms of competency, step by step, to be eligible for the graduation.

The Director of Academic Support and Director of NCS Support of KBU, Professor Heeho Bae, staged the presentation on NCS academic system implementation. He emphasized upon the necessity of establishing NCS academic system in order to elicit a meaningful result of competency accomplishment all over the students, departments, jobs and university levels. KBU has already put up an academic system where as soon as professors insert the scores of every subject of every student at the end of semester, every competency of students will be automatically elicited thanks to a systematic database.

Finally, session for Q&A attracted much satisfaction from the participants who asked questions on many aspects of NCS, which was followed by answers from the speakers.

President Jiyong Chun of KBU said, “KBU has analyzed about 8,000 jobs from 2009 for the implementation and the application of NCS-based curriculum.” He also told the participants that KBU held this forum to contribute to the development of industry and the realization of competency-oriented society of the government through sharing such know-how.

The Chairman of Korea Council for University College Education, Seungwoo Lee, expressed his gratitude toward KBU for its intention of sharing NCS know-how with all colleges for the purpose of advancing the realization of competency-oriented society which Korean government has been aiming at. He also emphasized that NCS curriculum will be of much help in furnishing adept manpower with industry, given that the number of workers is decreasing.

KBU represents a shortcut to globalization for our students with the potential to be leading players in this era of internationalization
